Evaluasi kapasitas terminal kargo Bandar Udara Internasional Sultan Hasanuddin Makassar
T erminal kargo Bandar Udara Internasional Sultan Hasanuddin Makassar merupakan bandar udara tersibuk keempat di Indonesia setelah Bandar Udara Internasional Soekarno-Hatta, Bandar Udara Internasional Ngurah Rai, dan Bandar Udara Internasional Juanda dan termasuk kedalam 11 bandar udara Internasional yang ditetapkan untuk mendukung kebijakan ASEAN Open Sky sebagai bandar udara pelayanan kargo. Bandar Udara Internasional Sultan Hasanuddin merupakan salah satu kunci utama pintu gerbang sentra perekonomian di Indonesia bagian Timur dan Tengah. Sesuai dengan KM 48 tahun 2019 Banda Udara Internasional Sultan Hasanuddin mengalami pengembangan sebanyak empat tahap. Kota Makassar dengan laju pertumbuhan perekonomian yang pesar sangat mempengaruhi peningkatan volume kargo pada terminal kargo Bandar Udara Internasional Sultan Hasanuddin. Tujuan penelitian ini adalah mengevaluasi kapasitas terminal kargo pada luasan eksisting. Evaluasi dilakukan dengan menggunakan metode Regresi Linear Berganda dan dibandingkan dengan standar kapasitas terminal kargo. Analisa prosedur penanganan terminal kargo yang diterapkan dengan membandingkan terhadap standar peraturan SNI 03-7047-2004 dan SKEP/77/VI/2005. Berdasarkan data kargo disaat pandemi, waupun kargo internasional terjadi penurunan signifikan, tetapi kargo domestik justru terjadi peningkatan. Lalu pengolahan dan analisis kapasitas terminal kargo tahun 2020 dan peramalan untuk 14 tahun kedepan, didapat bahwa kapasitas terminal kargo sudah tidak memenuhi standar ideal kapasitas terminal kargo hingga tahun 2034. Sehingga perlu adanya perluasa dan pengembangan terminal kargo. Lalu analisis prosedur terminal kargo didapatkan bahwa prosedur penanganan, sarana dan prasarana, serta alur pemprosesan kargo sudah memenuhi standar sesuai peraturan SNI 03-7047-2004 dan SKEP 77/VI/2005. Maka dapat disimpulkan sarana dan prasarana serta alur pemprosesan kargo pada terminal kargo Bandar Udara Internasional Sultan Hasanuddin beroperasi dengan baik.
T he cargo terminal of Sultan Hasanuddin International Airport Makassar is the fourth busiest airport in Indonesia after Soekarno-Hatta International Airport, Ngurah Rai International Airport, and Juanda International Airport and is included in the 11 international airports designated to support the ASEAN Open Sky policy as a cargo service airport. Sultan Hasanuddin International Airport is one of the main keys to the gate of economic centers in Eastern and Central Indonesia. In accordance with KM 48 of 2019, Sultan Hasanuddin International Airport underwent four stages of development. Makassar City with a large economic growth rate greatly affects the increase in cargo volume at the Sultan Hasanuddin International Airport cargo terminal. The purpose of this study was to evaluate the capacity of the cargo terminal on the existing area. This evaluation was carried out using the Multiple Linear Regression method and compared with the standard capacity of the cargo terminal. Analysis of the cargo terminal handling procedures applied by comparing the standard regulations of SNI 03-7047-2004 and SKEP/77/VI/2005. Based on cargo data during the pandemic, although there was a significant decline in international cargo, domestic cargo actually increased. Then processing and analyzing the capacity of the cargo terminal in 2020 and forecasting for the next 14 years, it was found that the capacity of the cargo terminal did not meet the ideal standard of cargo terminal capacity until 2034. So there is a need for expansion and development of the cargo terminal. Then the analysis of the cargo terminal procedure found that the handling procedures, facilities and infrastructure, as well as the cargo processing flow had met the standards according to the regulations of SNI 03-7047-2004 and SKEP 77/VI/2005. So it can be concluded that the facilities and infrastructure as well as the cargo processing flow at the Sultan Hasanuddin International Airport cargo terminal are operating well.
