Analysis of point of illegal waste heap and slum level of the area (study case : Ciliwung Riverbank 6th Segment)
P Penduduk yang bermukim di area bantaran sungai memiliki potensi untuk membuang sampah rumah tangga mereka ke sungai sehingga menyebabkan air sungai menjadi tercemar dan kawasan bantaran menjadi kumuh khususnya di Sungai Ciliwung. Penelitian ini bertujuan untuk mengetahui jumlah titik timbunan sampah liar, volume timbunan sampah liar, komposisi sampah liar, tingkat kekumuhan wilayah, dan hubungannya terhadap kondisi fisik lingkungan, sosial ekonomi, dan kualitas air di sepanjang Bantaran Sungai Ciliwung Segmen 6. Lokasi penelitian dibagi kedalam 5 lokasi yaitu Lokasi 1 di Kawasan Bantaran Kelurahan Manggarai, Lokasi 2 di Kawasan Bantaran Kelurahan Kebon Manggis, Lokasi 3 di Kawasan Bantaran Kelurahan Menteng, Lokasi 4 di Kawasan Bantaran Kelurahan Kwitang, dan Lokasi 5 di Kawasan Bantaran Kelurahan Kebon Sirih. Penelitian ini pengukuran volume timbunan sampah liar dan komposisi sampah liar dilakukan selama 3 hari berturut-turut. Penilaian tingkat kekumuhan dihitung berdasarkan Peraturan Menteri PUPR No. 02/PRT/M/2016 tentang Peningkatan Kualitas Terhadap Perumahan dan Permukiman Kumuh. Hasil penelitian memperlihatkan bahwa terdapat 22 titik timbunan sampah dengan total volume sampah sebesar 93,38 m3. Rata-rata komposisi sampah liar terdiri dari sampah organik sebesar 45,56%, sampah anorganik sebesar 54,44 % dengan persentase tertinggi yaitu sampah plastik sebesar 18,6% dan persentase terendah yaitu sampah karet/kulit sebesar 2,01%. Hasil penilaian terhadap tingkat kekumuhan memperlihatkan bahwa pada lokasi 1 terindikasi sebagai kawasan dengan tingkat kekumuhan yaitu kumuh berat, sedangkan untuk keempat lokasi lainnya teridikasi sebagai kawasan dengan tingkat kekumuhan yaitu kumuh sedang. Parameter kualitas air yang berhubungan dengan adanya timbunan sampah di bantaran sungai adalah BOD, COD, DO, NH3, dan H2S. Tingginya volume timbunan sampah yang dihasilkan disebabkan karena perilaku penduduk bantaran yang sering membuang sampah ke sungai dan kualitas pengelolaan persampahan yang tidak memadai sehingga dapat mengakibatkan pencemaran terhadap air sungai. Maka dari itu upaya penanggulangan dapat dibagi menjadi empat aspek yang terdiri dari aspek tata guna lahan, pengelolaan sampah, pengelolaan permukiman kumuh, dan peran serta masyarakat.
R Riverbank society has the potential to throw their household waste into the river, that cause the river pollution and riverbank area into the slum area, especially in Ciliwung River. The study has been conducted to determine the point of the illegal waste heap, the volume of the illegal waste heap, identification of slum area, the correlation between physical and social conditions, and water quality in Ciliwung Riverbank in 6th Segment. The study locations are divided into five locations. The first location is riverbank in Manggarai Village, the second location is riverbank in Kebon Manggis Village, the third location is river bank in Menteng Village, the fourth location is river bank in Kwitang Village, and the fifth location is river bank in Kebon Sirih Village. In this study, measurement of the volume of the illegal waste heap and the composition of the illegal waste heap was carried out for three days. Assessment of the slum area in Ciliwung Riverbank in 6th Segment calculating to Permen PUPR No. 02/PRT/M/2016 about Quality Improvement of Slum Housing and Slum Area. From the result show that the point of the illegal waste heap, with a total volume of 22 points of illegal waste is 93,38 m3. The average composition of the illegal waste heap in the five study locations that had a percentage of organic waste with 45,56%, nonorganic waste is 54,44% with the highest percentage is the plastic waste with 18,6% and the lowest percentage is rubber/leather waste with 2,01%. The result of an assessment of the slum level in five study locations shows that the first location was indicated as a heavy slum area, while for the other four locations it was indicated as medium slum areas. Water quality parameters related to the illegal waste heap in riverbank are BOD, COD, DO, NH3. The highest volume of the illegal waste heap is caused by the behavior of riverbank society who often throw their household waste into the river and have bad quality of waste management can cause damage to the river. This reduction can be divided into four aspects consist of aspects of land use, waste management technologies, slum area management, and community participation.
