S Spektrum frekuensi radio merupakan sumber daya alam terbatas dan strategis serta mempunyai nilai ekonomis tinggi sehingga harus dikelola secara efektif dan efesien guna memperoleh manfaat yang optimal dan besar untuk kemakmuran rakyat. Penggunaan siaran radio frequency modulation (FM) sangat berkembang dan menjadi media hiburan dan informasi yang sangat disukai semua lapisan masyarakat. Pengaturan spektrum frekuensi radio khususnya kanal frekuensi siaran radio FM dibuat melalui suatu rencana induk penyelenggaraan radio siaran FM sehingga ketersediaan kanal untuk penyelenggaraan siaran radio FM dapat terdistribusi merata dan proporsional sesuai ketentuan internasional dan kepentingan nasional sehingga efektif dan efesien. Pemantauan Penyelenggaraan dan penggunaan kanal radio siaran dilakukan melalui kegiatan observasi montoring dan pengukuran parameter teknis. Ketentuan teknis penyelenggaraan radio siaran FM meliputi lebar bandwidth, kuat medan penerima (fieldstrenght), jangkauan wilayah layanan, harmonisa frekuensi radio siaran harus dipenuhi dan dipatuhi sehingga akan tertib penggunaan kanal penyelenggaraan radio siaran FM. Hasil Observasi monitoring dan pengukuran teknis sebagai analisa penelitian penggunaan kanal frekuensi radio sesuai alokasi dan ketentuan teknis. Terdapat 11 kanal radio siaran yang dipergunakan (on air) ditemukenali 5 penyelenggara radio FM penggunaananya melebihi ketentuan teknis, sedangakan 6 penyelenggara sesuai ketentuan . Ditemukenali juga 7 kanal radio siaran yang tidak dipergunakan (off air). Terhadap kanal radio siaran yang tidak dipergunakan dapat menjadi peluang usaha serta bisnis bagi masyarakat sehingga bisa meningkatkan pendapatan masyarakat serta penerimaan negara bukan pajak.

The use of radio frequency modulation (FM) broadcasts has greatly developed and become a medium of entertainment and information which is loved by all walks of life. The regulation of radio frequency spectrum especially FM radio broadcast frequency canal is made through a master plan for organizing FM radio broadcasts so that the availability of channels for organizing FM radio broadcasts can be distributed evenly and proportionally according to international provisions and national interests so that it is effective and efficient. Monitoring of the Implementation and use of broadcast radio channels is carried out through observation of monitoring and measurement of technical parameters. Technical provisions for the operation of FM radio broadcasts include bandwidth width, strength of the receiver field (fieldstrenght), service area coverage, harmonics of broadcast radio frequency must be fulfilled and obeyed so that the use of FM radio can be organized. Results Observation of technical monitoring and measurement as an analysis of research on the use of radio frequency channels in accordance with the allocation and technical provisions. There are 11 broadcast radio channels that are used (on air) identified by 5 FM radio providers whose use exceeds the technical requirements, while 6 providers according to the provisions. 17 radio channels that were not used (off air) were also identified. Broadcast radio channels that are not used can become business and business opportunities for the community so that they can increase public income and non-tax state revenue.
