T This research is motivated by the tendency of the use of the lowest cost evaluationmethod where the lowest bid by slamming the bid price as low as possible bydecreasing the unit price in one part and increasing the unit price in the other partis often the winner of the auction resulting in an unbalanced supply. Applicationof evaluation method of merit system become alternative evaluation model withconsideration of technical quality aspect which is proportional to offer price. Thissystem promises a better scoring system because it can give weight to variousaspects of both technical assessment and offer price, in order to avoidunreasonable bidding practices from prospective contractors.The purpose of this study is to know the criteria and weighting of the appropriatetechnical elements in the assessment of the technical aspects of the contractorusing the Zero One Method. This study began by conducting literature studiesfrom various sources related to the road construction offerings in Serang District,and identifying secondary data from the research sites. Furthermore, the authorsprepare the initial design of the study by specifying the methodology to be used isto prepare a questionnaire to examine the criteria of technical elements that affectthe technical evaluation of the merit system.Data analysis in this research is using Zero One method to get the proper criteriaand weighting that influence the technical evaluation of merit system.The results of the study indicate that priority differences in weighting can affectthe total score assessment and the acquisition of the technical aspects, althoughthe scores given for each contractor are the same. The criteria of assessment of thetechnical aspects of weighted calculation results with Zero One Method showsthat the priority determination of the main technical aspects is the core personnelof experts with a weight of 27.28%, the method of implementation with a weightof 27.27%, technical specifications weight 16.67%, equipment main and RK3Kweights 10.6% and Schedule of implementation time of 7.58% weight.Based on the results of this study, it is suggested, among others; 1) Determinationof appropriate technical criteria and weighting still needs to be done again indepthassessment and research by also considering the elements of technicalspecifications, the company's needs and the complexity level of the constructionwork, 2) required objectivity assessment by each auction committee so as toachieve accuracy in technical assessment, 3) There should be a beauty contest forevery stage of work / implementation method and RK3K so that the auctioncommittee can fully assess the technical capability of the construction provider soas to produce reasonable and qualified offerings.
