Site's potentials are determined by the plain topography, good wind conditions, and it's strategic location (in the heart of various recreation areas). Meanwhile the problem that emerges are drainage problems, soil unsuitability for plants to grow, and the hot climate . Outdoor development programs consist of three development areas, welcoming area, recreational area, and supportive area. Each of them consist of facilities that accomodates their spesific function. Basic concept of the design is using the potentialities of site to create movement of the people while still corerelating with the design theme. The outdoor concept is based on the users, which are children, teenagers and adults. The site's circulation concept consist of primary, secondary, tertiary circulation hierarchy. While the concept of form mainly using the naturalistic form of marine 's live, suchare sera horse, oyster and starfish. The concept planting is basically adjusting the site's function and form with the right vegetation. In utility systems, consist of electricity, water, sewage and drainage combined together. The final design of site creates variuous facilities, such as main gate, Oyster Plaza, parking area in welcomig area. Octopus Garden, Starfish Garden, relaxation area, 3 on 3 basket ball field, roller blade area, skate boarding area, remote control circuit, kite field, cafes, open air restaurant, kiosks, and art market in recreation area. While in supportive area consist of canteen, parking area for workers and prayers in the mosque
