T Terjadi kemacetan di pusat Kota Bogor, salah satu penyebabnya karena pengeteman angkutan umum . Penerapan Sistem Satu Arah (SSA) seputar Kebun Raya Bogor (KRB) menjadi alternative untuk mengatasi masalah kemacetan di pusat Kota Bogor. Menurut Keputusan Dirjen Perhubungan Darat nomor 687 tahun 2002 menyebutkan aspek seperti jarak tempuh dan waktu tempuh mempunyai pengaruh terhadap penyelenggaraan angkutan umum. Jumlah rit angkutan umum sangat terkait dengan tingkat pendapatan yang diperoleh oleh pengemudi. Implikasi dari perubahan jarak tempuh, waktu tempuh, dan rit akan berpengaruh terhadap pendapatan pengemudi angkutan umum sebagai komponen biaya langsung operasional angkutan umum. Tujuan penelitian ini untuk mengetahui penerapan Sistem Satu Arah memberikan pengaruh terhadap penyelenggara angkutan penumpang umum di wilayah Kota Bogor terhadap jarak tempuh, waktu tempuh, rit, dan pendapatan pengemudi angkutan umum. Metode yang digunakan dalam penelitian ini adalah metode statistic deskriptif, metode statistic deskriptif ini akan dikemukakan cara-cara penyajian data dengan tabel. Statistic deskriptif dipakai untuk melihat perbedaan sebelum dan sesudah SSA untuk aspek jarak tempuh, waktu tempuh, rit, pendapatan pengemudi angkutan umum dan crosstabulation untuk melihat hubungan antara jarak tempuh terhadap waktu tempuh, jarak tempuh terhadap rit, dan jarak tempuh terhadap pendapatan pengemudi, waktu tempuh terhadap rit, waktu tempuh terhadap pendapatan pengemudi. Hasil penelitian ini adalah dampak dari penerapan SSA mengakibatkan sebagian besar angkot mengalami bertambahnya jarak tempuh, bertambahnya jarak tempuh mengakibatkan waktu tempuh bertambah, bertambahnya waktu tempuh mengakibatkan rit berkurang, berkurangnya rit mengakibatkan pendapatan pengemudi menurun. Menurunnya pendapatan menyebabkan perilaku pengemudi yaitu ngetem sebagai cara untuk menutup biaya setoran dan menambah pendapatan. Ngetem menjadi penyebab masalah kemacetan dan menurunnya pelayanan angkutan umum bagi masyarakat Kota Bogor.
T Traffic jam happened in the center of Bogor City, one of the reasons is because the driver is waiting for sufficient number of passengers to fill their public transportation. The application of One Way System around The Bogor Botanical Garden becomes an alternative to resolve traffic problem in center of Bogor City. According to the decision of Directorate General of Ground Transportation number 687 year 2002 it said aspects such as mileage and traveling time has influence to public transportation organizer. The amounts of public transportation trips are strongly linked with the income level of the driver. The implication from the change of mileage, traveling time, and number of trips will take effect on the public transportation driver income as a component of direct costs from public transportation operations. The purpose of this research is to know the application of One Way System and its influence to public transportation operator in Bogor City region according to mileage, traveling time, trips, and the public transportation driver income. Method that used in this research is descriptive statistical method; the descriptive statistical method will present the data with a table. Descriptive statistical used to see the difference between before and after the implementation of One Way System for aspects such as mileage, traveling time, trips, the driver income, and cross tabulation to see the link between mileage with traveling time, mileage with trips, and mileage with driver income, traveling time with trips, traveling time with driver income. The result of the research is that the impact of One Way System application most of the public transportation experienced an increase in mileage, the increase in mileage resulting in the increase of traveling time, the increase of traveling time resulting in the decreased of trips, the decreased of trips resulting in the decreased of driver income. The decreased of income caused the driver to stop and waiting for sufficient numbers of passengers to cover the cost of deposits and to increase their income. This behavior causes a traffic problem and receding of public transport service for Bogor City.
