K Kawasan lindung adalah wilayah yang ditetapkan dengan fungsi utamamelindungi kelestarian lingkungan hidup yang mencakup sumber daya alam dansumber daya buatan. Adanya permukiman yang terdapat dikawasan lindung, tentuakan dapat mengganggu kelestarian lingkungan hidup. Salah satu jenis kawasanlindung, adalah kawasan hutan bakau. Kecamatan Meuraxa, merupakankecamatan yang masuk dalam administrasi wilayah Kota Banda Aceh yang didalamnya terdapat rencana pengembangan hutan bakau, namun pada kawasanpengembangan hutan bakau tersebut telah ada permukiman penduduk yang telahlama, dan kini terus berkembang sehingga lahan-lahan yang telah direncanakansebagai kawasan pengembangan hutan bakau terus tergerus oleh pembangunanperumahan masyarakat di kawasan lindung tersebut. Tujuan utama dari penelitianini adalah untuk mengidentifikasi dan menilai lahan-lahan kosong yang tersedia diKecamatan Meuraxa yang sesuai dengan peruntukan perumahan, sehingga lahanlahankosong tersebut dapat digunakan sebagai lahan perumahan baru bagimasyarakat yang berada di kawasan lindung tersebut, dan sesuai dengankarakteristik kelompok-kelompok masyarakat di kawasan lindung tersebut, dansesuai dengan kemampuan Pemerintah Kota Banda Aceh. Adapun untukmengetahui lahan-lahan kosong yang tersedia dan sesuai dengan karakteristikkelompok masyarakat di kawasan lindung dan sesuai dengan kemampuanPemerintah Kota Banda sebagai pelaku pembebasan lahan, penelitian ini akanmenggunakan metode analisis kualitatif. Tahapan-tahapan dalam penelitian iniantara lain : analisis kebutuhan lahan perumahan dan unit rumah yangdibutuhkan berdasarkan kelompok masyarakat di kawasan lindung KecamatanMeuraxa, identifikasi ketersediaan lahan kosong di Kecamatan Meuraxa yangsesuai dengan peruntukan perumahan di RTRW Kota Banda Aceh, dan analisiskesesuaian lahan berdasarkan karakteristik kelompok masyarakat dan PemerintahKota Banda Aceh. Adapun simpulan dari penelitian ini bahwa di KecamatanMeuraxa terdapat tiga belas lahan kosong, dan hanya dua lahan yang sesuaidengan karakteristik kelompok masyarakat di kawasan lindung dan sesuai dengankemampuan Pemerintah Kota Banda Aceh.
T The protected area is the area which functioned as a region with the primaryfunction of protecting the environmental sustainability which includes naturalresources and artificial resources. The existence of the settlements that are therecome within protected areas, will certainly can interfere with environmentalsustainability. One of the types of protected areas, is the area of mangrove forests.Kecamatan Meuraxa subdistrict, are in the administrative area of the city of BandaAceh that mangrove forest development plans, but in the area of development ofthe mangrove forest has existed settlements that have long been, and continues toevolve so that land which has been planned as a development area of mangroveforests continue to be eroded by the construction of residential community in theprotected area. The main objective of this research is to identify and assess theavailable vacant land at Kecamatan Meuraxa which in accordance with theprovisions of the housing, so that the vacant land can be used as land for newhousing for the people who are in the protected area, and according to thecharacteristics of the groups of people in the protected area, and in accordancewith the ability of the Government of the city of Banda Aceh. As for to know theland vacant land is available and in accordance with the characteristics of thegroups of people in protected areas and in accordance with the ability of theGovernment of the city of Banda as the perpetrator of the acquisition of land, thisstudy will use qualitative methods of analysis. Stages in this study include: needsanalysis of land housing and housing units are needed on the basis of communitygroups in the protected area of Kecamatan Meuraxa, identification of availabilityof vacant land at Kecamatan Meuraxa which in accordance with the provisions ofthe housing in the city of Banda Aceh, RTRW and land suitability analysis basedon the characteristics of community groups and the Government of the city ofBanda Aceh. As for the summary of the study that in district of Meuraxa there arethirteen empty land, and only two land according to the characteristics ofcommunity groups in the protected area and according to the ability of theGovernment of the city of Banda Aceh
