T The background of this research is to analyze natural resource management within the framework of sustainable development based on green GDP in the Province of Bangka Belitung mining sector.The purpose of this study is to determine how the management of natural resources in a sustainable development framework based on green GDP in the Province of Bangka Belitung mining sector.This study uses qualitative analysis to analyze the management of natural resources in a sustainable development framework based on green GDP in the Province of Bangka Belitung mining sector. The sampling method is a survey method. Sampling is done based on certain considerations (purposive / judgmental sampling). The data used are secondary data, years 2005-2009.Results obtained in this study is every year since the year 2005 until the year 2009 the contribution value of tin mine sector to the development of Bangka Belitung Province has increased due to the escalating production of tin ore or the price of tin affected by the rise of US dollar against Rupiah. The value of the mining sector's contribution to the development of Bangka Belitung province in 2009 USD 10,555,650.4 million with PT Timah which has the largest contribution of USD $ 10,544,551.33 or 99.89%, while PT Koba Tin IDR 11099.0675 million or 0.11% of total GDP year 2009. Since the year 2010 the production amount of tin ore started decreasing, and so did the removal of soil volume in the tin ore exploration from year to year ever since 2007. Finally, in the year 2015 there will only be 1,81 million m3. In the year 2016, it is estimated that the resource of tin in Bangka Belitung Province will be used up for exploration. If the soil removal continues for the exploration, then the environment in the area will be overwhelmed and have negative effect to the viability of the local economy. The contribution of mining sector to Bangka Belitung’s Gross Domestic Regional Product (GDRP) donated by PT. Timah is more or less 89%, in which 7% is from PT. Koba Tin, and the rest is from other companies.Green GDRP for Bangka Belitung province in 2009 amounted to - USD 7,573,607.068 million, PT Timah, USD 7,563,821.33 million or 99.99%, while PT Koba Tin registration is for -9785.7375 or 0.01% of total GDP in 2009 green. The green contribution from mining sector from year 2005 until year 2009 madeby PT Timah Tbk and PT Koba Tin resulted negative on GDRP which means that Bangka Belitung province has sacrificed mining and environment (resource and environment degradation) asset bigger than the additional value (the contribution to GDRP) created by mining sector. This means the development in the area of Bangka Belitung is not sustainable. The damage caused by the mining process to the surrounding environment was followed-up with reclamation and revegetation effort performed by companies operating in the tin mining sector to restore the ex tin mining area to be productive again and useful, nevertheless the negative green GDRP value showed that the reclamation and revegetation is not maximum yet.The implications of this research are: (1) Assessment of tin mining sector's contribution to development in province of Bangka Belitung thus it is also expected to include the added value of the use of lead plus the value of depletion and degradation of forests, because it can show the tin mining sector's contribution to development in real terms. (2) With the calculation of depletion, resource depletion, then the value of tin can be minimized if the government of Bangka Belitung province successfully implement nature conservation policy in accordance with prevailing laws and regulations. (3) Both the Government, in cooperation with mining companies and people doing business on the reclamation of former mining pits lead, for ex-mining land can be re-used as farm land, so that post mining environmental sustainability is kept. (4) Negative numbers of green contribution to GDP means that the income of Belitung island province has been at the expense of mine resources and environmental assets. In order to make green GDP positive, then land rent, the contributions of exploration and exploitation fee (royalty) paid by any mining concession shall be increased in value for the state revenue can be increased, so that the allocation of revenue can be used consistently in maintaining and keeping the environment due to excessive exploitation. (5) With the former mining land reclamation effort it will open investment opportunities in other sectors such as agriculture / plantation, tourism through synergies with the mining and utilization of infrastructure and services. (6) The need for preparing a green contribution of the mining sector by using the entire sector company engaged in tin mining in Bangka Belitung province, so that tin mining sector's contribution to sustainable development in the province of Bangka Belitung be real and lead management plan will be better. (7) Government needs to make calculation of green GDP in all sectors and in all districts in the province of Bangka Belitung so that development planning in the province of Bangka Belitung can be evaluated in proportion and comprehensive in relation to the carrying capacity of natural resources and environment as capital development. (8) The Government must be firm related to mining policy and mining ethics. The enactment of existing legislation is a preventive effort to prevent environmental damage and create ethical mining in accordance with the rules and regulations.
