P PT. Bakrie Construction merupakan perusahaan EPCI yang meliputi kegiatan Engineering, Procurement, Fabrication, dan Installation dari berbagai jenis produk berupa structure, equipment, modules dan lain-lain di Indonesia sendiri maupun di negara lain. Peluang-peluang usaha yang diperkirakan akan terus meningkat dalam berbagai bidang dan persaingan yang juga akan semakin ketat serta berskala global menuntut perusahaan untuk berhati-hati dalam menetapkan sasaran strategis beberapa tahun kedepan. Salah satu faktor yang menentukan keberhasilan suatu perusahaan adalah sumber daya manusia. Perusahaan ingin mengetahui kinerja Human Resources Department (HRD) terkait dengan visi perusahaan, penerapan yang akan dilakukan menggunakan metode Human Resources Scorecard (HRSC) yang nantinya akan mengukur pengelolaan sumber daya manusia dalam upaya mendukung pencapaian tujuan perusahaan dan keberhasilan implementasi tujuan perusahaan. Tujuan dari penelitian ini yaitu, merancang model HRSC dan melakukan pengukuran kinerja Human Resources Department. Tahapan penelitian yang dilakukan yaitu mendefinisikan strategi bisnis perusahaan, membangun kasus bisnis untuk sumber daya manusia (SDM), menciptakan peta strategi, mengidentifikasi HR Deliverables, menyelaraskan arsitektur sumber daya manusia (SDM) dengan HR Deliverables, merancang sistem pengukuran kinerja Human Resources, mengelola implementasi melalui pengukuran. Model yang dihasilkan memiliki tujuh tujuan strategis yaitu peningkatan produktivitas karyawan, motivasi karyawan, pelayanan karyawan, kedispilinan karyawan, kepuasan karyawan, kesejahteraan karyawan, dan menerapkan pelatihan kompetensi karyawan dan empat perspektif yaitu persketif keuangan (bobot 0,75), perspektif pelanggan (bobot 0,75), perspektif bisnis internal (bobot 0,839), perspektif learning and growth (bobot 0,75). Menggunakan Key Performance Indikator (KPI) yaitu presentasi hasil produksi perbulan, jumlah absensi karyawan, jumlah keluhan karyawan, jumlah karyawan yang mendapatkan sanksi, kepuasan karyawan, jumlah karyawan yang mendapatkan fasilitas, jumlah pelatihan karyawan. Indeks kinerja dirancang menggunakan skala 1 sampai dengan 5. Hasil pengukuran menunjukkan bahwa kinerja Human Resources Department PT. Bakrie Construction adalah 3,089, dengan kategori kinerja “Cukup Baik”.

Business opportunities that are expected to continue to increase in various fields and competition that will also become increasingly fierce and on a global scale require companies to be careful in setting strategic targets in the next few years. One of the factors that determine the success of a company is human resources. The company wants to know the performance of the Human Resources Department (HRD) related to the company's vision, the implementation of which will be carried out using the Human Resources Scorecard (HRSC) method which will later measure the management of human resources in an effort to support the achievement of company goals and the successful implementation of company goals. The purpose of this study is to design the HRSC model and measure the performance of the Human Resources Department. The stages of research carried out are defining the company's business strategy, building a business case for human resources (HR), creating a strategy map, identifying HR Deliverables, aligning the human resource architecture (HR) with HR Deliverables, designing a Human Resources performance measurement system, managing implementation through measurement. The resulting model has seven strategic objectives, namely increasing employee productivity, employee motivation, employee service, employee discipline, employee satisfaction, employee welfare, and implementing employee competency training and four perspectives, namely financial perspective (weight 0.75), customer perspective (weight 0 .75), internal business perspective (weight 0.839), learning and growth perspective (weight 0.75). Using Key Performance Indicators (KPI), namely the presentation of monthly production results, number of employee absenteeism, number of employee complaints, number of employees receiving sanctions, employee satisfaction, number of employees receiving facilities, number of employee training. The performance index is designed using a scale of 1 to 5. The measurement results show that the performance of the Human Resources Department of PT. Bakrie Construction is 3,089, with a performance category of “Quite Good”.
