D Dicanangkannya program Gerakan Nasional Pengembangan Sejuta Rumah (GNPSR) oleh pemerintah pada tahun 2004 membuka peluang yang sangat besar dalam pengadaan perµmahan bagi pengembang properti di Indonesia tennasuk diantaranya adalah ADCO GROUP.Dilain pihak Iiilai penjualan peru8ahaim yang belum mencapai target maksimal, 8erta situasi ekonoilii dai1 politik Indonesia yang belum kembali normal, merupakan salah satU kelemahan dan ancaman yang harus diatasi perusahaan. Untuk: memanfaatkan seJuruh pe1uangyang ada secara optiifuil dengan menggililakan kclruatan yang diiniliki, semi memiriiinruisitkelemahan dan menghindari ancaman, maka dibutuhkanlah strategi perusahaan yang baik clan akurat. Tujuan dari penelitian ini adalah untuk memfonnulasikan strategi perusahaan bagi ADCO GROUP. - - - -Penelitian diawali dengan melakukan wawancara terhadap pihak perusahaan untuk: memperoleh data kondisi internal dan ekstemal dari ADCO GROUP. Langkah selanjutnya adalah melak:ukan analisa terhadap lingkungan internal yang menggunakan pendek:atan fungsional serta ekstemal perusahaan, yang meliputi lingkungan ekstemal jauh/makro (menggunakan analisa PES1) dan lingk:ungan industri (nienggunakan Porter's Five Forces Competitive Strategy), sehlngga diperoleh faktor-faktor kekuatan, kelemaban, peluang,

T The declaration of the government's program The National Movement of a Million Houses Development (GNPSR) in the year 2004 has opened a very big opportunity in housing's procurement for all of the property developers in Indonesia including ADCO GROUP. In the other hand the sales value of the company that has not reached the maximal goals, and also the political and economic situation of Indonesia that has not returned to normal yet, is one of the weaknesses and threats that has to be overcome by the company. To get all of the opportunities in an optimal way by using its strengths, and to minimize weaknesses and avoid threats, hence require the accurate and good corporate strategy. The Intention of this research is to formulate the corporate strategy for ADCO GROUP.The research started by doing an interview with the company side to obtain the internal and external condition data from ADCO GROUP. The next step was analyzing the internalenvironment which use the functional approach and also analyzing the external environment , which include macro external environment (use the analysis PEST) and Industry Environment (use Porter's Five Forces Competitive Strategy), so we can get the X factors, which are strength, weakness, opportunity, and threat. After that, questioner was made and filled by the company to know the weight and rating for each factor.In this research, to determine the primary strategy we used three framework step based on David's concept First phase was Input Stage, used IFE Matrix including the internal strategic factors of the company, EFE Matrix including the external strategic factors of thecompany, and CP Matrix to know the position of the company compared to the prominent competitor .The next phase was Matching Stage, used IE Matrix which the result was mapping the company at quadrant V (3,429 ; 3,143), so the strategic that will be use is Hold and Maintain, and SWOT Matrix produced 9 alternative strategy include SO Strategy (Strength­ Opportunity), WO Strategy (Weakness-Opportunity), ST Strategy (Strength-Threat), and WT Strategy (Weakness-Threat). The last phase was Decision Stage, used QSPM which the chosen strategy was WO-I Strategy from SWOT Matrix with total score 7,07.The suggestion that given to ADCO GROUP was to use the three highest strategy thathad been selected from QSPM, which are WO-I (Improve the cooperation with land owners, investor, and other developer in workmanship and development of project), SO-I Strategy (Develop housing projects at new locations that suit with consumer desire, needs, and purchasing pability), and W0-2 Strategy (Improve the human resource quantity and quality in finance and marketing "level).
