Abstract

P Penyediaan fasilitas bagi difabel hal yang sangat penting untuk kaum mereka.Fasilitas tersebut memiliki kebijakan standar-standar yang sudah diterapkan diKeputusan Menteri Pekerjaan Umum No.30 Tahun 2006 mengenai pedomanteknis fasilitas dan aksesibilitas pada bangunan gedung dan lingkungan. Samahalnya dengan dikeluarkannya Peraturan Menteri Kesehatan Republik IndonesiaNo.24 Tahun 2016 menjelaskan bangunan rumah sakit harus menyediakanfasilitas yang aksibel bagi penyandang cacat dan lanjut usia. Penyediaan fasilitasbagi difabel sangatlah penting guna keamanan dan kenyamanan bagi kaumdifabel, maka perlu diperhatikan standar fasilitas dengan kebijakan yang ada.Kajian ini bertujuan untuk mendapatkan kondisi fasilitas di RSUD Pasar Minggu,mencari kesesuaian standar dan penerapan, mendapatkan faktor yangmempengaruhi ketidaksesuaian terhadap standar. Metode yang digunakan adalahpendekatan deduktif dengan menggunakan metode kuantitatif. Objek yang dikajiadalah fasilitas difabel di RSUD Pasar Minggu dan variabel yang dibahas adalahram, tangga, lift, perabot, pancuran, toilet khusus difabel, jalur pedestrian, jalurrambu, area parkir, rambu dan marka. Dari hasil presentase keselurahan nilai ratarataadalah diatas 70%, dapat disimpulkan bahwa fasilitas bagi difabel di RSUDdengan nilai rata-rata diatas 70% sudah baik. Namun pada fasilitas area parkir,jalur pemandu, perabot, dan pancuran belum memenuhi standar sesuai denganKepmen PU No. 30 Tahun 2006. Diharapkan perlunya kajian lebih dalam

P Provision of facilities for the disabled are very important for them. Thefacilities have standard policies that have been applied in the decree of theMinister of Public Works No. 30 of 2006 about technical guidance of facilitiesand accessibility to buildings and the environment. Similarly as the issuance ofregulation of health minister republic Indonesia no. 24 year 2016 which describeshospital buildings should provide facilities that accessible for people withdisabilities and the elderly. Provision of facilities for disabled is very importantfor the security and the comfort for the disabled, it is necessary to note thefacilities standard with the existing policies. This study aims to obtain thecondition of the facilities at the Pasar Minggu Regional Public Hospital, to lookfor conformance standard and application and to get the factors that affect thenonconformity to the standard. The used method is deductive approach by usingquantitative method. Objects studied are disabled facilities at the Pasar MingguRegional Public Hospital and the variables discussed are ramp, staircase, elevator,furniture, shower, disabled toilet, pedestrian, signposts, parking area, signs andmarkers. Of the overall percentage the average value is above 70%, it can beconcluded that the facilities for the disabled at the Regional Public Hospital withan average value above 70% is already good. However, the parking area, guidinglane, furniture and shower facilites have not met the standards in accordance withthe decree of the Minister of Public Works No. 30 of 2006. It is expected thenecessity for more in-depth study.
