T Tingkat penerapan SMK3 merupakan gambaran kualitas K3 di suatu proyek konstruksi. Banyak studi yang telah dilakukan untuk menganalisa tingkat penerapan SMK3 di suatu proyek dengan menggunakan metode kuesioner, akan tetapi metode tersebut bukanlah metode yang diakui oleh peraturan perundangan yang berlaku. Menurut peraturan metode untuk mengetahui tingkat penerapan SMK3 adalah dengan melakukan Audit SMK3. Audit SMK3 dilakukan dengan cara membandingkan kriteria yang telah ditetapkan dengan keadaan dilapangan. Selain untuk mengetahui tingkat penerapan SMK3, audit juga dapat mengetahui faktor apa saja yang menjadi pengaruh terhadap pemenuhan penerapan SMK3 dan selanjutnya memberikan respon sebagai upaya melakukan tindakan perbaikan / improvement. Selain terhadap penerapan SMK3, dilakukan juga analisis kepada penerapan protokol pencegahan Covid – 19 di proyek dengan mengacu kepada Inmen PUPR No. 02/IN/M/2020 tentang Protokol Pencegahan Penyebaran Covid – 19 dalam Penyelenggaraan Jasa Konstruksi. Berdasarkan hasil Audit dan analisis yang terdiri dari 166 kriteria (Tingkat Lanjutan) penilaian sebagaimana yang diatur dalam PP No. 50 Tahun 2012 tentang Penerapan SMK3 di Proyek Pekerjaan Penyiapan Infrastruktur Dasar dan Umum Penunjang Pariwisata di Pelabuhan Benoa, telah diketahui jumlah kriteria terpenuhi / sesuai yaitu 144 kriteria dengan nilai persentase penerapan 86,74% dan terdapat 22 kriteria tidak terpenuhi / tidak sesuai yaitu dengan nilai persentase 13,26% (Kategori Minor). Jadi tingkat pencapaian penerapan pada Proyek tersebut termasuk Kategori Memuaskan. Selain penerapan SMK3, protokol pencegahan penyebaran Covid – 19 di proyek tersebut juga termasuk sangat baik sesuai karena telah sesuai dengan poin – poin yang diatur dalam peraturan perundangan terkait. Sebagai penutup dilakukan pemberian saran terhadap upaya penyesuaian kriteria SMK3 yang ada agar tetap relevan mengikuti perkembangan jaman. Penyesuaian kriteria SMK3 yang dimaksud adalah penyesuaian terhadap pandemi Covid – 19 dan keadaan politik, hukum dan keamanan.
T The level of implementation of OSHMS is an illustration of the quality of OSH in a construction project. Many studies have been conducted to analyze the level of implementation of OSHMS in a project using the questionnaire method, but this method is not a method recognized by applicable laws and regulations. According to the regulations, the method to determine the level of implementation of OSHMS is to conduct an audit of OSHMS. The Audit of OSHMS is carried out by comparing the established criteria with the conditions in the field. In addition to knowing the level of implementation of OSHMS, the audit can also find out what factors influence the fulfillment of the implementation of OSHMS and then provide a response as an effort to take corrective actions. In addition to the implementation of OSHMS, an analysis was also carried out on the implementation of the Covid-19 prevention protocol in the project concerning the PUPR Inmen No. 02/IN/M/2020 regarding the Protocol to Prevent the Spread of Covid-19 in the Implementation of Construction Services. Based on the results of the audit and analysis consisting of 166 criteria (Advanced Level) assessment as regulated in PP No. 50 of 2012 concerning the Implementation of OSHMS in the Work Project for the Preparation of Basic and Public Infrastructure Supporting Tourism in Benoa Harbor, it is known that the number of criteria is fulfilled / appropriate, namely, 144 criteria with a percentage value of 86.74% of application and 22 criteria are not met / not suitable, namely the value of percentage 13.26% (Minor Category). So the level of achievement of implementation on the Project is included in the Satisfactory Category. In addition to the implementation of OSHMS, the protocol for preventing the spread of Covid-19 in the project is also very well suited because it is by the points regulated in the relevant laws and regulations. In closing, suggestions were made on efforts to adjust the existing OSHMS criteria so that they remained relevant following the times. The adjustment of the OSHMS criteria in question is an adjustment to the Covid-19 pandemic and political, legal, and security conditions.
