Abstrak
Abstract

P Penelitian ini bertujuan untuk menganalisis pengaruh penggunaan security e-seal sebagai instrumen pengawasan, kompetensi pegawai serta ICT Literacy terhadap efektivitas pengawasan Pindah Lokasi Penimbunan (PLP) petikemas di Pelabuhan Tanjung priok. Objek penelitian ini adalah proses bisnis dan pengawasan PLP dengan mengambil responden secara spesifik terhadap pegawai Bea dan Cukai KPU Tipe A Tanjung Priok dibawah Bidang Pelayanan Pabean dan Cukai (PPC) II. Analisis penelitian ini menggunakan model regresi linear berganda dan diolah dengan software SPSS-19. Variabel independen yang digunakan adalah security e-seal, kompetensi pegawai serta ICT Literacy. Sementara itu variabel dependennya adalah efektivitas pengawasan PLP petikemas.Hasil penelitian menunjukkan bahwa variabel e-seal dan kompetensi pegawai berpengaruh positif terhadap efektivitas pengawasan PLP petikemas sedangkan variabel ICT literacy tidak berpengarh positif terhadap efektivitas pengawasan PLP petikemas. Hasil dari penelitian ini menyarankan bahwa untuk meningkatkan pengawasan terhadap PLP petikemas dari sisi kompetensi pegawai, dibutuhkan stimulus eksternal dan pendampingan dari institusi untuk mendorong peningkatan pengawasan dan kompetensi teknis pegawai. Penelitian ini juga memberikan informasi bahwa ternyata pengawasan PLP petikemas dengan menggunakan e-seal dipandang lebih efektif dan lebih aman dibandingkan dengan pengawasan dengan menggunakan segel kertas.

T This research study aims to analyze the influence of using security e-seal as the monitoring instrument, competence of customs officer and ICT literacy on the effectiveness of Monitoring of relocate the landfill container (PLP) at the Port of Tanjung Priok. This research object is a business process and monitoring PLP containers by taking the respondent specifically from the customs officers of the Tanjung Priok Prime Customs and Excise Office Type A in the Section Of Customs And Excise Services (PPC) II. The analyses of this research use multiple linear regression which the security e-seal, competence of customs officer and ICT literacy are used as the independent variables. Meanwhile, the effectiveness of monitoring of PLP containers is used as the dependent variable.The result of research showed that the variable of security e-seal and the competence of customs officers have the positive influence on the effectiveness of Monitoring PLP. Meanwhile the variable of ICT literacy doesnâ€™t have the influence on effectiveness of monitoring PLP. This research study suggested that to improve the monitoring PLP container from the side of competence of customs officers, the external stimulus and the mentoring of institution are needed to encourage the improvement of monitoring and tecnical comptence of staff. It also provide the information that the monitoring of PLP containers by using e-seal is actually more effective and secure than using sealing paper.
