O Oily sludge from petroleum industry activities can be classified as hazardous and toxic waste (B3). Therefore, this waste requires special handling so as not to pollute the environment. The handling of oily sludge waste can be done by mixing it with other materials to be used as a road material binder. In the mixing process, it is hoped that the oily sludge that pollutes the environment can be reused as a new, more environmentally friendly product. In this study, an attempt was made to mix oily mud with asphaltButon at a temperature of 150 ° C for -L 30 minutes with 3 compositions, namely: composition A (25 ° A oily mud and 75 ”/ o asphalt), composition B (50 ° 4 oily mud and 50 ° A asphalt), composition C ( 75 ”/ o oily mud and 25 ° A asphalt). The results of the mixing were carried out by physical testing which included penetration testing, flash point, softening point and weight loss which respectively gave the results: for composition A (68 units, 212 ° C. 54.5 ° C, and 0.65%), composition B (92 units). , 158 ° C, 49 ° C, and 0.77 "/ o), and the composition of C (122 units, 127 ° C, 32 ° C, and 1.4 ° /»).To see the strength) of the Marshall test product, atIn this test, there are several parameters tested, namely Bulk Specific Gravity, Stability (kg), Flows (1 / 100cm), Air Voids (%) and Voids Filled (° A). The test for composition A produces Bulk Specific Gravity of 2.34, Stability 1114.36 kg, Flows 380 / 100cm, Air Voids 2.49 ° / »and Voids Filled 859 '«, while for composition B it produces Bulk Specific Gravity of 2.25, Stability 822.10kg, Flows 315 / 100cm, Air Voids 6.33 ° / and Voids Filled 69 '/ o. To determine the impact of the product and its basic ingredients on the environment, a foxicty characteristic leaching procedure (TCLP) was tested for the concentration of heavy metal content (Argentium, Cadmium, Cupro, Plumbum, Zinc, Chromium and Mercury) and a simple toxicity test on test animals. TCLP test results for composition A: does not contain Argentium, Mercury and Cupro, contains Cadmium of 0.003 mgñ, Plumbum 0.865 mg / I, Zinc 0.011 mg / I, and Chromium 0.143 mg / I, while the concentration of heavy metal content in composition B is: no contains Argentium, Cupro and Mercury, contains Cadmium of 0.003 mg / I, Plumbum 0.125 rng / I, Zinc 0.011 mg / I, and Chromium0.019 mg / I. Simple toxicity testing using 10 carrasius auratus carp 1) for mud before the solidification process, after the solidification process with composition A and after the solidification process with composition B gave the results: Before the thematic solidification process 25 ° / »fish mortality occurred, after solidification process with composition A the percentage of fish mortality decreased to 10%, and with composition B the percentage of fish mortality was 15%.From the results of the above research, it can be said that in the solidification process of oily sludge using asphalt with composition A, all the parameters tested meet the applicable criteria, namely: (SK-SNI 1737-1989-F) for physical test standards (penetration, flash point, point soft and weight loss), Marshall test requirements for bulk specific gravity, stabiI "ity, ftows, air voids and void filledj and PP No. 85 of 1999 for heavy metals (Ag, Cd, cu, Pb, Zn, Cr, and Hg) tested via TCLP.
