T Tugas Ahkir ini berjudul Kajian Perkembangan Kabupaten Pulau Morotai sebagai Pusat Kawasan Strategis Nasional di Kabupaten Pulau Morotai. Tugas Ahkir ini dilakukan di Kabupaten Pulau Morotai yang merupakan salah satu kabupaten pegembangan baru di provinsi Maluku Utara dan juga merupakan wilayah perbatasan yang ditetapkan sebagai PKSN melalui Peraturan Pemerintah No 26Tahun 2008 tentang Rencana Tata Ruang Wilayah Nasional (RTRWN). Tugas Ahkir ini memiliki tiga tujuan. Pertama, untuk mengkaji Kabupaten Pulau Morotai sebagai pusat pertumbuhan ekonomi. Kedua, untuk mengkaji Kabupaten Pulau Morotai sebagai pusat simpul transportasi. Ketiga, untuk mengakji upayapeningkatan Kabupaten Pulau Morotai sebagai pusat pertumbuhan ekonomi dan pusat simpul transportasi.Dalam mendukung tuags ahkir dilakukan beberapa tahapan sebagai pendekatan penelitian berdasarkan tujuan penelitian, yaitu merumuskan kajian perkembanganKabupaten Pulau Morotai sebagai PKSN dengan sasaran teridentifikasinya Kabupaten Pulau Morotai sebagai pusat pertumbuhan ekonomi yang dibatasi pada pengkajian ketersediaan kebutuhan pangan beras di Kabupaten Pulau Morotai dan teridentifikasinya Kabupaten Pulau Morotai sebagai simpul transportasi dilihatdari ketersediaan sarana dan prasarana serta aksesibilitas dan selanjutnya adalah teridentifikasi upaya peningkatan sat Pertumbuhan ekonomi dan simpul transportasi di Kabupaten Pulau Morotai dilihat dari permasalah masing-masingkriteria kemudian me usW reR:omen i untuk meningkatkan pusat pertumbuhan ekono i yaitU kebutuhan pangan clan simpul transportasi yaitu frekuensi pelayan • tnu:isportasi. endekatan pqnelitian yang digunakan dalam penelitian ini adalah analisis deskriptifkualitatif rdasafkan data-data yang ada. Penelitian ini me emukan bahwa Kabugaten Pulau Morotai sebagai PKSN dengan status N/2 yang bera i e.rupakan pen embangan baru dengan pengembangan 5 tab (2008..;2m3), tielum memenuhi kriteria PKSN dimana sebagai pusat pernimbuhari ekonomi dan pusat simpul transportasi dan membutuhkan upaya untuk meningkatkan dua kriteria tersebut. Oleh karena itu diperlukan kerjasama antar daerah wilayah dan juga kerjasama antar stakeholder (pemerintah, swasta, dan masyarakat) agar bersama-sama meningkatkan kriteria kabupaten pualu mrotai sebagai PKSN.
T The title of this thesis is A study on The Development of Pulau Morotai District as Center National Strategic Area. This thesis is conducted in Pulau Morotai District which is one of new developed district in Maluku Utara Province and also it is a border district that is defined as Center National Strategic Area through the government regulation No 26 in 2008 towards the National Spatial Planning. This thesis has 3 objectives. First, it is to review Pulau Morotai District as the center of economic growth. Second, it is to review Pulau Morotai District as the center node of transportation. Third, it is to review the efforts of enhancement of Pulau Morotai District as center of economic growth and center node of transportation as well.In support of this thesis, there are several phases as research approach that isbased on the aim of this research, is to formulate a study on the Development ofPulau Morotai District as Center National Strategic Area. The first phase is to identify Pulau Morotai District as the center of economic growth which is confined by the assessment of the availability of rice necessity in Pulau Morotai and second phase is to identify Pulau Morotai District as the node of transportation which is defined byj availability of infrastructure and its accessibility. Then, it is identified the effort of enhancement of Pulau Morotai District as center of economic growth and center node of transportation that is defined each every problem of criterias, furthermore it is to formulate some recommendation to increase the center of economic growth, is the food necessity and node of 'transportation as well which is the trasportation services frequency.The research approach that used to this thesis is qualitative descriptive analysis which is based on fact. This research found that Pulau Morotai District as CenterNational Strategic Area with A/2 Status which means that it is new developed district in the period of 2008-2013 is not fulfilled by the criteria of Center National Strategic Area as center of economic growth and center center node of transportation and it needs an effort to increase those criterias. Therefore, it needscooperation among districts and stakeholders ( government, society, and private)in Maluku Utara Province in order to jointly increase the criteria of Pulau MorotaiDistrict as Center National Strategic Area.
