K Kemacetan merupakan salah satu masalah yang masih belum tersatasi pada kotakotabesar di Indonesia. Salah satunya adalah kemacetan di Jalan Tol Jakarta –Cikampek, dengan Tol Jakarta – Cikampek merupakan urat nadi dalam sistemjaringan Tol Trans Jawa. Kemacetan tol ini berlangsung hampir sepanjang hari danterus menerus yang disebabkan oleh aktivitas pekerjaan pembangunan tol layangJakarta – Cikampek II. Penelitian ini mengambil kasus kerugian biaya kemacetanyang dihitung berdasarkan Biaya Operasi Kendaraan (BOK) dan Nilai Waktu.Dengan perhitungan BOK dengan mengacu pada metode Pasific ConsultantInternational 1988 dan pada perhitungan nilai waktu dilakukan perbandinganantara perhitungan nilai waktu berdasarkan teori Herbert Mohring dimana metodeini merupakan formulasi dari turunan BOK dan yang kedua perhitungan nilai waktuberdasarkan adopsi dari Java Arterial Road Networks Study tahun 2000.Berdasarkan hasil analisis biaya kerugian kemacetan Tol Jakarta – Cikampekberdasarkan pendekatan yang dipakai Kementerian-PU pada tahun 2017 kerugiansebesar Rp. 3.563.693.084.000 dan kerugian pada tahun 2018 sebesar Rp.2.825.156.410.000. Yang kedua, Berdasarkan Hasil analisis biaya kerugiankemacetan Tol Jakarta – Cikampek berdasarkan pendekatan yang dipakaiKementerian Perhubungan pada tahun 2017 kerugian sebesar Rp. 9.299.408.214.000 dan pada tahun 2018 kerugian sebesar Rp. 9.037.868.313.000.
C Congestion is one of the problems that is still not resolved in big cities in Indonesia.One of them is the congestion on the Jakarta - Cikampek toll road, where theJakarta - Cikampek Toll Road is the artery in the Trans Java highway networksystem. Congestion in this toll road lasts for most of the day and is continuouslycaused by the work activities of the Jakarta - Cikampek II elevated toll roadconstruction. This study takes the case of congestion cost loss which is calculatedbased on Vehicle Operating Costs and Time Value. Where the calculation ofVehicle Operating Costs with reference to the method of Pacific ConsultantInternational 1988 and the calculation of the time value is made a comparisonbetween the calculation of time value based on Herbert Mohring's theory wherethis method is a formulation of Vehicle Operating Costs derivatives and the secondis the calculation of time value based on the adoption of Java Arterial RoadNetworks Stud in 2000. Based on the results of the analysis, the cost of congestionlosses in the Jakarta - Cikampek toll road based on the approach used by theMinistry of Public Works in 2017 a loss of Rp. 3,563,693,084,000 and losses in2018 of Rp. 2,825,156,410,000. Secondly, based on the results of the analysis, thecost of congestion losses in the Jakarta - Cikampek toll road based on the approachused by the Ministry of Communication in 2017 a loss of Rp. 9,299,408,214,000and in 2018 a loss of Rp. 9,037,868,313,000.
