Analisa faktor-faktor penyebab penurunan tingkat pelayanan (level of service) pada Jalan Arteri Primer (studi kasus: koridor Jalan Daan Mogot- Jalan Gatot Subroto, Kota Tangerang,Propinsi Banten)
L Letak geografis Kata Tangerang cukup strategis yaitu berada disebelah barat dari Kata Jakarta yang didukung dengan potensi lokasi yaitu aksesibilitas dengan pusat Kata Jakarta, Bandara Soekamo-Hatta, Pelabuhan Tanjung Priok di Jakarta dan Bojonagara di Cilegon, dan kota-kota lainnya di Jabotabek dan Jawa Barat. Posisi yang strategis itu menyebabkan terjadinya pertumbuhan dan perkembangan Kata Tangerang cukup tinggi seperti halnya pembangunan perumahan, industri dan perdagangan.Permasalahan lalulintas di Kata Tangerang sudah cukup buruk ditandaidengan besamya beban lalulintas yang melebihi kapasitas jalan, khususnya pada Jalan Daan Mogot - Gatot Subroto yang merupakan jalan arteri primer yang menghubungkan Kata Cilegon dan Kata Tangerang serta Kota Jakarta. Jalan primer ini juga berfungsi tidak saja melayani dan menampung lalulintas menerus (through traffics) akan tetapi juga berfungsi melayani lalulintas kota (internal traffics) dan kota-kota yang berasal dari sekitarnya (external traffics), yang saat ini mempunyai kinerja pelayanan buruk.Permasalahan lalulintas yang terjadi di Jalan Daan Mogot - Gatot Subrotodisebabkan juga adanya keterbatasan pemerintah, seperti pembangunan jaringan jalan baru, penataan tata ruang kota dengan pertimbangan ekonomi-sosial-politik yang membutuhkan waktu lama dan biaya besar dan juga kurang disiplinnya pengemudi dan pengaturan jalan yang kurang efektif. Dalam pemecahan permasalahan transportasi yang terjadi dapat ditangani dengan mengetahui permasalahan lalulintas sehingga diperlukan pengetahuan terlebih dahulu terhadap faktor-faktor penyebab penurunan tingkat pelayanan di ruas jalan tersebut. Dalam studi ini, tingkat masalah dibatasi pada penilaian tingkat pelayanan jalan.Dalam mengidentifikasikan faktor-faktor penyebab penurunan tingkat pelayanan tersebut digunakan analisa sistem yaitu dengan analisa makro (sistem kegiatan, sistem jaringan, sistem pergerakan) dan mikro (sistem kebijaksanaan). Analisa-analisa tersebut meliputi :sistem kegiatan jenis kegiatan (intensitas lahan) sistem jaringan (prasarana)sistem pergerakan (kinerja lalulintas)sistem kpbijaksanaan (peraturan pemerintah).Penilaian kemainpuan pelayanan jalan pada studi ini dibatasi pada variabel ratio volume terhadap kapasitas dengan variabel kecepatan.Studi ini bermaksud mengetahui faktor-faktor penyebab penurunan tingkat pelayanan pada jalan arteri primer dan memberikan rekomendasi secara mikro yaitu dari sistem kegiatan - sistem jaringan dan makro dari sistem kebijaksanaan. Hasil-hasil yang didapat adalah sebagai berikut:• Faktor-faktor penyebab penurunan tingkat pelayanan:Pengaruh sistem kebijaksanaan meliputi sistem kebijaksanaan transportasi Kota Tangerang yang meliputi jaringan jalan, angkutan umum darat-kereta api dan terminal, angkutan barang dan parkir yang direncanakan tidak teraplikasikan dengan benar dan cepat, kebijaksanaan pengelolaan lalulintas tidak searah dengan kebijaksanaan lalulintas dan juga keterbatasan dana pemda, kurangnya kerjasam
T Tangerang is located in a strategic spot to the west of Jakarta Supporting its strategic location is the accessibility to the central core of Jakarta, Soekarno - Hatta International Airport, Tanjung Priok Harbour at Jakarta, Bojonagara Harbour at Cilegon and others city around Jabotabek and West Java Its strategic location result in fast growth and expansion such as the development of settlement area, industrial area and commercials areaThe problem of traffic condition in Tangerang is worse, marked with thelarge numbers of traffic volume exceed its roads capacity, mainly on Daan Mogot- Gatot Subroto roads, which are the premier arterial road connecting Cilegon,Tangerang and Jakarta These primary arterial roads have function not only serving and holding through traffic but also serving internal traffics and external traffics of its surrounding town, which currently have bad serving performance.The traffic problems occurred on Daan Mogot - Gatot Subroto roadscaused by government construction, such as development of new road network, city spatial planning along with social economic politic considerations which need times and costly, undisciplined driver and ineffective road management. These traffic problems can be handled through identification of traffic problems, to which preliminary study on factors affecting the decreasing in level of service on both roads is carried out In this study , the level of problems are limited on the assessment of roads level of services.The system used in identifying the factors affecting the decreasing in level of service is the system analysis through macro and micro analysis (policy system). These analysis are:Activity system of type of activity (land activity) Network system (traffic management) Movement system (traffic performance)Policy system (government regulation)The assessment of road serving ability in this study is focused on the variable of volume ratio to the capacity with speed variable.The aim of study is to identify factors affecting the decreasing in level of service on the primary arterial roads and provide micro recommendations derive from policy system.
